Late last night as we go to press, the senate passed a bill to make sure those TV commercials don't jolt you out of your sleep.  Called the Commercial Advertisement Loudness Mitigation (CALM) Act, it says that commercials will have to be broadcast at the same level as the show they're in.  The bill makes the FCC adapt these regulations within a year of the bill's passing, and enforce them within a year after that.  Charles Shumer (D-NY), one of the bill's co-sponsors, stated "TV viewers should be able to watch their favorite programs without fear of losing their hearing when the show goes to a commercial".
